If money did not matter which university would you attend for electrical engineering graduate studies in VLSI.
USC or UCLA

UCLA, because USC is actually full of entitled shits.
I'd flip a coin because it's the same shit. Alternatively go to the school with more stuff to do outside of studying.

Neither I'd be a NEET

But if he's doing an EE grad degree he won't be doing anything BUT studying.
Definitely UCLA. USC is a very nice college, but in a shitty ghetto. Also USC is full of pretentious visual art majors that think they are the shit. UCLA has a more enriched engineering community with decent human beings. Just beware of the Jews. They will try to shill you.
UCLA
yes the student body of undergrads is shit at USC compared to UCLA. although both have so many fucking asians its shit anyway. but as a grad student you have no contact with average undergrads besides the ones taking classes you are TAing, who are nerds either way.
but UCLA is generally better at electrical/computer engineering, also chemical, USC is generally better at aero/mech, also if you do computers and actually want to make videogames.
but honestly they are both great universities in a great location so either one would be awesome.
