We're a long way off from knowing fully which genes effect intelligence and probability of ASPD and other mental illnesses, also gene editing is most definitely going to be expensive

It has been done if you knew any history. Sterilization isn't being done in modern society because we have effective pre-birth screening and CRISPR on the horizon.
