You wouldn't be able to resonate that much energy into something so massive to cause an earth quake

The fuck you talking about mate? On a large enough scale, the Earth is just an inhomogeneous elastic ball, it must have its normal modes.
The modes are ordinary spherical harmonics and the frequencies are around 1 mHz [1]. So yeah OP, pop an H-bomb at a right place every 1000 s and you get the world ringing.

Tbqh it doesn't seem so unlikely he created something like that but many people treat it like black magic because of the strange stories surrounding it, sadly the machines plans were never published.
