Maybe because (as I understand it) NASA needs government approval for projects, whereas privately people can build rockets, go to planets etc. as they please (maybe? Not sure).. But hey, just glad to see Tesla/Musk, Boeing, etc. all working towards interplanetary life.

Not sure that's the case. While NASA already gets close to $20 billion per year, the trouble with NASA's funding is how much comes earmarked for specific programs, which are often inefficient by design, as Congress critters secure pork for their districts.
Anyway, the number of people who could just give away $10 billion is pretty small. Just over a hundred have a net worth of $10 billion or more, and net worth isn't spending money. Often, it means assets which would lose value rapidly if their current owners tried to sell them.
According to Forbes, there are only 34 people with a net worth over $20 billion.
Anyway, the billionaires who are space enthusiasts are generally starting companies to spend their money rather than giving money away. It only makes sense.

Because that's not how that works. Why do people confuse real life for civ sim games? There isn't some 'progress' bar that's filled with money and when you feed it some arbitrary amount, Humanity reaches a new technological milestone. You can't just throw money at NASA and expect to get results.
