The only reason it is is because of how we construct the number and because of our notion of number. It is entirely possible for a 4.4 dimensional creature, such as yourself, a frogposter, that depend on an entirely new and more advanced notion of number that will result in 0.9999... != 1

The way we construct the real numbers is by putting an equivalence class on all Cauchy sequences of rational numbers (or fractions). This is how we get infinite decimal expansions such as .999.... This is the limit point that we add in for the cauchy sequence (9/10, 99/100, 999/1000, .... ect ). The equivalence relation that we impose, is that two sequences are the same if their difference limits to 0. Now observe that the sequence (1-9/10, 1-99/100, ... ) has limit 0 ( for every arbitrary small number close to 0, there is a point in the sequence where it and every subsequent number is smaller than it. ). Hence in our construction, .99999 = 1. these two cauchy sequences are forced to be the same.

.999...8 isn't a sequence at all, let alone a cauchy sequence if you are putting infinitely many 9's before your 8. It cannot be a real number, it doesn't make any sense.
