There are humane ways to apply eugenics without resorting to mass murder. Graded incentives for reproduction based on desired characteristics is one such option. Nobody loses, some people just win more. Another option would be monetary incentives for voluntary sterilization of people with undesired characteristics. For example, if you get a vasectomy you never have to pay taxes again, or something similar. Neither of these would infringe on anyone's rights.

You can certainly argue artificial selection represents a form of eugenics, but agriculture involves optimizing a far narrower range of traits, which are subject to far better/clearer metrics.
