My university has 6 Nobel laureates and it has a quite small department so I think that's pretty decent.

I think they have a few age rules in place for things like the Nobel Prize and Fields Medal to discourage people from aiming for those things. They want the research and advancement in our knowledge to be our top priority, we should do it for the sake of knowledge, etc. rather than people becoming scientists because "muh nobel prize/fields medal". If you're entering STEM fields for these reasons alone, you're doing it for the wrong reasons.
