Why didn't the theia impact create a set of rings around

It did, but it's been millions of years since then and it all stuck together after a while

Don't rings just exist when moons are torn up from strong tidal forces like on Saturn and Uranus that split up matter that would otherwise attract to each other?

Planetary rings are not stable. The particles will decay and the ring will be gone unless replenished.
