We can observe the history of the universe directly because of light travel time. The you can't point a telescope at the future however. We can only predict the future evolution of the universe by understanding it's history.

During election years, you usually see NASA coming up with data about finding life or extra planets. This is just a way for voters to make note on who to elect that will give them more funding and jobs.
