Why would you assume interbreeding with inferior races lowers average intelligence? Traits that are helpful to the survival of a species normally get selected over ones that are counterproductive. Intelligence should increase, not decrease. I will grant you that this effect occurs over longer time scales so you may not notice any tangible difference in a few generations but over time superior traits should be selected.
