The most simple of tools are the wedge, the lever, and inclined plane. Proto-civilizations typically start with the lever fist simply because a lever can be as simple as a tree branch and they're plentiful. Even monkeys use sticks as tools or weapons to protect themselves. In the ocean, not so many trees. I just don't see it happening with the resources they have to craft tools with.

Most important reason humans are technologically developed, is because we are social creatures and developed language so everytime a individual dies we don't lose all the progress it made. Squids are loners, no cultural developement for them.

Octopus have 9 brains, one main brain, and each tentacle acts independently with it's own nervous system acting like a brain. Now neat thing about octopus is they can regenerate a lost limb. When fishing for octopus, as in Japan, they'll cut a few limbs off and throw it back and it'll survive and heal over time. Could you bisect a limb and split it on 2 so it'll have an extra tentacle? If each tentacle has a brain then would bisecting each tentacle double it's brain power? Could you bisect each tentacle, wait for it to heal, and then bisect each one again till you created a super intelligent octopus?
