I'd say sweet, sweet codeblocks. I do not use many software on my personal computer but from time to time I find myself needing to do some quick OS interacting scripting. The most complex was when I wrote a program that directly copies any change I've done in relevant directories to my dropbox. The most recent was just one week ago when I found out that ESCAPE key was broken and I needed one, but at the moment did not want to have to meddle with settings AND THEN restart the operating system, so I wrote a program that reads every time my keyboard sends the 'Bloq Numpad' input and then sends a fake 'ESCAPE' input to the operating system. That way I get to keep both keys active and all I need to do to have it be a normal bloq num key is just stop the program.
C++ and windows.h are maybe the best of mankind's inventions.

It took me less time to write that short single function, single file program than it took you to find rsync, install it, properly understand it, and have it actually perform what you wanted it to do.
I read that rsync has all this encryption and optimization for less network usage so if you actually need that then more power to you.

On another note, you could probably write this much faster using node.js and then it would run asynchronously. Furthermore since node.js addons are all actually in C or C++ (eg. the asynchronous stuff comes from libuv) then it would still be really fast and lightweight. The asynchronous element might make it faster than your program, even.
