I'm from a "third world" country and currently studying pure mathematics here. The Geometry profressor said that last year there was a really genius girl, probably a genius, that is now studying pure math in the US, probably with a scholarship.

-You HAVE to be able to talk and write English. (Or French, depending)
-You have to be able to show your competence with grades AND an interview. Scores are nothing if you can't prove it.
-You will have to adapt to the country's norms and ethics. No, firstworlders don't petty you, you have earned this. Yes, it's regarded foul to exercise "reverse racism" or whatever you want to call it.
-Finally, there may be other factors in play, but it is far from impossible to achieve this goal.
