If a function is a mapping between two collections of things (domain and codomain). Meaning we we can associate a value (in the codomain) to every input (in the domain), then the mapping that for fixed x0 takes functions f (from the function space R->X) to the value f(x0) in X is a function.
The Dirac delta can, however, usually not itself be associated with a function with domain R.
