mythbusters did an experiment on this

consider a flat plane positioned orthogonal to the rain and moving sideways such that it remains orthogonal. the flux of rain through the plane never changes; any rain that might have passed through it after moving is replaced by new rain after mooving

now consider a plane positioned parallel to the rain. if the plane is stationary, no rain passes through it. however, if the plane moves, it will capture some flux of the rain.

now consider: the top of your head is analogous to the orthogonal case, while the rest of your body is analogous to the parallel case.

There is a mirror plane behind the body which has an offsetting negative flux.

You really need to consider the flux of rain through the volume containing the body. Whether the body is in motion or stationary has no impact on flux through the volume and hence how wet the body gets.

Bottom line the only thing running from your car to the store is the amount of time spent in the rain.
