I'm guessing he was referring to the Eliphas Levi texts, although how Lovecraft would have access to these is anyone's guess, (maybe he experienced the Saltes himself?). This Grimoire isn't for the weak sorcerer though. In light of this, it's interesting to note Lovecraft did not become famous until after his "death".
