Heat fat or oil, brown the meat in it, remove it, pour off any excess fat (keep about 2 tbsp), add aromatics like onions, maybe celery whatever, deglaze any fat off the bottom (with wine, stock, whatever). Tomato paste is usually an improvement. Add the meat again add enough liquid (like stock) to barely cover, bring to a simmer and cook covered. Root vegetables like carrots and potatoes are always an improvement, as are mushrooms, and beans and lentils are great in stews also. Season with whatever you'd like. If you're simmering a long time you may wish to reserve things like carrots until the last 30-45 min or so to not make them mushy. Tougher cuts of meat benefit from longer cooking (like 3 hours at a simmer is good for chuck) but never bring it up to a full boil; you'll cook all the flavor out. IMO

I meant anything stuck to the pan, like fond or whatever. If there is excess fat or foam when simmering skim it off. A cleaner broth is better.
