1-tried another moniter that had a different type of cable
2-changed the cable on both monitors
3-opened the case cleaned ram slots the rwinstalled them
4-removed the gpu to see if the dedicated motherboard ports give input
5-reset smos
6-reset the monitors
7-removed the storage,cleaned them then reinstalled them
8-tried to drain the board before doing any of the above

Have i missed something?

But if it doesn't output video under any circumstances that means it's a power fault or the mobo is fucked.
You could have skipped to the end after the monitor swap and using integrated didn't work.

Start your computer, do the caps lock / scroll lock buttons work? If yes, it's at least posting.

Do you have a motherboard speaker? No? Get one for next time.

Does your PSU smell burnt? Is it powerful enough to work your rig?

Is your motherboard visibly shorting with the case? Are the standoffs properly in place?

Open your computer and run it with the bare minimum hardware. One stick of RAM, unplug USBs, sound card, GPU. Preferably breadbox it.

Are your CPU pins bent?

I want you to try to connect your screen into the integrated GPU slot, then reset CMOS and start up your computer.
How are you resetting your CMOS? Using the jumpers? A button on the MB?

I removed the battary then shorted the motherboard from a button inside
