I would report her to your section leader first. Then, if that doesn't work, report to a drum major, a band officer (like your band president or something), and then to the director. If you can't get any of these people to listen, then be a dick back. Steal her music. Dump water on her flip book. Ruin her homework. Whatever it takes to ensure this shit stops.
