IF you could play along and pretend to be desperate, ask them for their paypal info, then use that info to try and find them. Most people that pull this kind of shit aren't too smart about what bank account their paypal information goes to, which makes it easy to trace it back to whoever is doing this.
If you got your hands on that info, you could even get their paypal account frozen if you contact paypal with proof of them trying to blackmail you, which is why you should screencap the blackmail portion, and the paypal info.

The moment, the fucking MOMENT you get their info, consider if a victory, but don't let them know.
When you get this, screencap it, and write a e-mail with the proof explaining what's happening (keep it formal) and send it to paypal IMMEDIATELY. Give paypal a phone number or something they can contact you with.
From there you can string along the con artist. Send a message or two every day, let them think that they won. Bonus points if you say something like "I'll have the money to you in about a week" AFTER you get confirmation of their account being frozen.

And since it's off Tinder, you should realize that they might get mad and try to find you. If they send any sort of message indicating that, screencap it, go to the cops and get them involved. But not before rubbing it in their face a little bit. If you get their account frozen, you can even bluff a bit and claim you're filing a lawsuit since you got paypal to freeze their account.

Companies like paypal take this shit very seriously, so the sooner you get on this the better. But it all comes down to how you play it off to get the paypal account. Think about how you phrase responses, get them to think they won then ask for the paypal info.
