Do you mean you're not Romanian? From the West maybe? Then it's normal. Taxi drivers will rip any western sounding foreigner off, all along Eastern Europe. It's not like you know the town and can tell you're not going the shortest route, and you're probably rich compared to us, so it won't hurt you.
Any decent guide for Eastern Europeean countries will tell you to avoid taxis and use public transit instead specifically because of that.
