TV makeup of the 90s was certainly thicker than TV makeup now due to standard definition but daily-wear makeup now is more complex:

>90's eyeshadow was usually one lid color compared to multiple shades on lid, crease etc ('blown out' shadow)

The makeup itself wasn't as good quality as what is being produced now though. You can still buy the same makeup formulations sold then but they tend to look more matte, modern foundations can look incredibly lightweight and skin-like. Its all the other layers that ruin the finish and look cakey. And modern day makeup does have more dramatic eye looks and do use more products than worn in the 90s.

its worth noting that modern dramatic daily makeup looks perfect for night settings (dinner out with low-lighting, clubs, outdoor bbqs) and events where you want to look glamorous. But it can look very out of place during day time or events where you'd think simpler looks would be warranted. And its a shame, I think if I could show you comparisons between cosmetic formulations then and now you would agree that the makeup being made now is better quality.

At the root of it I think what has really changed is smartphones/cameras. Makeup that looks good in person practically disappears in photos even in HD. For your makeup to look good in pictures it must be more dramatic. Many women are applying their makeup for photography now, not what looks good in person. Either because they plan on taking pictures or they are worried about having to look good if someone else takes pictures.

Its kind of a domino effect too. I don't like dramatic makeup on my features (contour makes me look gaunt) but I do feel 'unfinished' compared to other girls who are all decked out.

I wish agreeing was easier. To my dismay what with the same type of makeup and contour being so prevalent it seems to have become a de facto declaration of age and sexuality. If I feel self conscious in my cosmetic choices compared against my peers a large part of it is that they are more overtly displaying 'womanhood' in contrast to my 'childish' lack of sexual signalling. People mistaking you for a child is not a good feeling and I think contemporary makeup trends do skew perceptions of what a given age is supposed to look like.

On the day to day I don't expect anyone to look at me or talk to me so I don't bother with glamorous makeup but I do feel compelled to wear it from time to time even if it isn't my favorite.

Minimalism should be trending back soon in brands like Glossier are any indication.

I'm trying to picture what you mean about makeup and apparent age. I think I understand it. Have you tried darker, less saturated lipstick? Maybe that would make you seem more mature. And make the corners of the mouth appear sharper. And have a more stoic default expression. And angle your head about 5 degrees higher. Thick eyebrows are becoming /fa/ again, at least in Japan, like a comeback from the '80s. Many men love thick brows on women. Myself included.
