Only people who have undergone psychiatric evaluations that show they aren't mental, who don't have a major criminal record (things like driving over the speed limit doesn't count; murder does), who have been tested for having high critical thinking skills, and who are over the age of 28 when cognitive skill development has reached its peak for most people.

All these will be evaluated by non-governmental affiliates whose members remain anonymous to prevent corruption.

I think setting limits to who shouldn't vote would be more effective. Nobody who is mentally disabled/IQ below 70, no felons or sex offenders, no history of serious mental illness, must be a taxpayer, can't be on the no fly list, etc.
