Just look at related sites and duplicate them with HTTrack or GetLeftToGo. If it's Wordpress based, look for the theme name in the source code and download a nulled version of the theme from BlackHatWorld or similar. Or you can just pay an Indian guy on BlackHatWorld or Fiverr $50 to make a site to your specifications. Building the site is the easy part though, you should make a solid plan how you want to drive traffic to the site and how you want to monetize it before you commit to it.
