What did he mean by this? Not to say his partner Name gave me his number by saying "I'm not in City, man, but here you got my partner's number, he lives near Public Building" right after asking him for 2 grams of an illegal substance.

i think your fallacy is assuming there's some kind of genuine logic to his request. dunno how to break it to you, but folks selling drugs are sometimes a little illogical and paranoid.
ideally NONE of that shit should be happening via text. but the chances of anyone getting nicked are so incredibly small that obviously everyone communicates this way. if he ever gets nailed for something and they go through his phone, i promise you throwing out another dude's name once isn't going to make or break a case.
