Water alone isn't enough. Your bum will still be smelly or your hand. And using your hand is just gross. And is unhygienic if you aren't taking a shower or bath. You touch door knobs and people with that hand. There are molecules of feces on your hand no matter how good you wash them.

Anyway I do use wet tissues whenever I'm not home. I just prefer to use running water to clean myself
