Well, think about it from the perspective of natural selection. Suppose there are only two factors that affect reproductive success in women: intelligence and the size of their chesticles. Also suppose that special endowment in one of these two areas will almost guarantee success. Thus, especially smart women will finagle their way into reproducing regardless of their breast size and, more importantly, the titcows will reproduce regardless of their intelligence. Since the reproductive success of buxom women is not predicated on intelligence, their children will on average be less intelligent than the offspring of women whose reproductive success is more related to how smart they are.
