Op here, yeah I had the same thing, my ears have always been a problem, I have a lot of infections and my ear drum pooped as a kid, but I remember as a very young child (like my first memories) of first really fully noticing it

There's no such thing as 'complete' silence. There's always some kind of room noise. I heard somewhere that if you were in a room that canceled all outside noise you would be driven mad by the sounds of your own body.
I've had it for as long as I remember. Although I can drown it out with my thoughts. When I sleep I usually turn my fan on and set the sleep timer on my tv on while having that on low volume.
