and I'll elaborate on my point.

Cartoons only really got good in the 90s. Before that, cartoons were pretty generic and overlapped with the superhero genre often (ducktales, spider-man and friends, thundercats) but in the 90s, cartoons started becoming much more comedy oriented and clever (not in just a physical comedy-way of past cartoons such as Looney Toons)

Many 90s cartoons had much more witty and adult-based humor than any cartoons before them. 90s also introduced the surge of Japanese anime into american television (before that it was just Akira and a select few other anime) and 90s anime was much more different than it is now.

90s actually had good television, cartoon-wise. Much better than any before it (and after as well)

That's not what made the 90s so great. It was because it was pre-recession and pre-9/11. Things were great, people were hopeful, and the 21st century held the promise of progress.
Then dotcom bubble.
