I'd say the latter. My parents weren't drug addicts or lowlifes and are fairly normal but didn't teach me to socialize or seem to care when I started failing socially/academically.

At least if you were molested or something, you can blame lack of social skills on that. I can't blame anything on my parents because they didn't actively sabotage my life.
