Never watched that anime but I presume the answer is "sorta".
It really depends on the school you went to I think. A small, closely-knit community K-12 charter school will have more permanent friendships than a series of huge public schools I'd imagine, but fewer social opportunities.
90% of those friendships end the moment you graduate. And a lot of them turn into toxic dog shit while you are still in school with them.
Now there is one group of friends that still lives in my area with one guy in it who will still invite me to things when the other people leave me out of the group chat. That one outing every other month or so is one of the major reasons I don't want to kill myself, so I guess it worked out okay.
