This is half correct. Baldness is indicative of high receptor sensitivity to DHT. High test leads to high DHT, which causes baldness. As you point out in your post, you can have high DHT sensitivity and low test and go bald. Alternatively you can have high test and low DHT sensitivity and not go bald. If you have high test and high sensitivity you'll go bald early as shit.
Given how young OP is, if he were actually balding it would more likely than not be indicative of both higher T and higher DHT sensitivity.

Eh, the gene can strike in odd ways. My grandpa on my mom's side has thick, silvery hair and he's like 80. All her brothers have hair too. My dad is a hairlet and so are his bros. My brother went bald super young but I'm still holding up alright. Genetics are unpredictable.
