Every innumerable soul belongs with God in Heaven, and that's where most are. We are down here out of our own fault. In time immemorial we committed a sin, or perhaps we even came here voluntarily, wanting to see what life looks like without God

So now we are here, and we will stay in these non-Heaven realms until we truly want to and are ready to return to God.

As for free choice/free will, we as individual souls have it because we are made in God's image, and that includes us having a tiny amount of God's free will.
