The universe is all there is so expanding into something is a bunk question. Things outside of the universe would still be the universe. Casue it's everything.

i thought the universe expanding literally just meant there are light protons always shooting outwards from the center of the universe
so how can light be going at a faster speed when its already in a vacuum? or is it the fact that since its getting further away from gravitational force its speed is actually increasing?

Nope, heat death means the universe reaching maximum entropy at a very low temperature after continuous expansion, ie thermodynamic equilibrium.
