When Hollande got elected in France a few years ago, one major plank in his campaign was raising the top tax rate to 75%, along with wealth surtaxes, and thousands of France's richest people moved across the nearest border. Unless every country in the world manages to form an agreement to take the same amount, that problem won't go away. Even if they did do that, it'd be an unstable cartel - every country would have an incentive to cheat to attract the rich people and the revenue they generate, by promising that they'd accept a bit less revenue from them.
