Bucharest has some nice things, and has the cheapest prices. Here are some things to look out for:
gypsies in general. Whenever it's gypsy taxi driver or gangs of gypos staying around in isolated areas.
Taxi drivers, they will make that 5$ taxi trip into a 100$ for same distance. Please, have some romanian friend to prevent that...

1. Get a cab from a reputable dispatcher, preferably via a phone app (the guys you can hail off the street are often pure cancer). I used Speed Taxi every day for nearly two years and only had someone try to rip me off once. YMMV as a foreigner.
2. Uber. You probably won't get murdered, our local Uber drivers are very nice. It's also dirt cheap most of the time.
3. The 783 bus. Would not recommend during rush hour though.

You should be fine as long as you stick to the central areas. Try to stay away from the train station. Definitely stay away from Ferentari, Giulesti and all the other shit neighbourhoods. I personally try to stay away from the Old Town, but tourists find it appealing for some reason. Probably not the food - all the good restaurants are elsewhere. Scams are really infrequent nowadays but you should probably watch out for them anyway.

As mentioned repeatedly in this thread, taxi drivers are awful and you should probably use Uber if you need to get somewhere. If you really must hail someone off the street, try to hail someone driving for Speed Taxi or Meridian, and watch out for special night-time prices. Taxi drivers are not legally allowed to negotiate fares, either in advance or after the trip. They're also not legally allowed to demand (or accept) a tip, but rounding up to the nearest 5 RON increment is expected and some of them will get seriously buttmad if you don't give them that.
