Just keep consistent and it will come. Make sure you gradually increase the weight every week.
Heavy low reps is good for building that strength. Keep your form over anything else.
Keep at it, bro. You also might want to look into doing seated rows and lat pull-downs as well if your pull-ups/chin-ups aren't that good yet.

Cardio is hard with a lot of weight. If he is heavy he can work on retaining his muscle he already has and just change his diet to a much healthier calorie defecient one. Then ease into cardio

i should have mentioned that on the days i dont do chin ups i do t-bar rows. I will start doing lat pull downs now too. (work out 3 days a week and chin ups are twice a week)

OP, I weigh 188, I'm 5'8" (inb4 manlet)
I used to weigh 235 pounds. I lost weight, not by eating right, not by exercising, but by not eating as much. I ate small meals for about 6 months and lost just about 50 pounds. Now I'm exercising because I have skinny arms and a semi-flabby torso. My legs are t h i c c because they've been busy carrying my fat ass for 10 or so years (I think 8 or 9 is when I started getting fat), but I have lanky arms now and I can hardly do 20 push ups.

Pull ups can differ depending on what muscle groups you focus. Ideally you want to use your back, but alot of biceps plays in as well as we shoulders. Use a lat pulldown and Have a buddy feel your muscles and make sure you're using the right ones if at all. Losing weight will make it easier to of course
Whenever I have a fitness test come up I do pull ups every time I go outside to smoke or whenever I eat, I do maybe 20 max sets a day for a week. Granted I'm skinny but I went from 3 pull ups to 20 I'm a month.

Those are good activities. I'm just going from experience. I was 300 lbs did weight lifting and diet first because I would get tired. Then when I didn't feel like a blob I moved on to cycling. Finally started running once I was at 170.
All three are important, but I figured he'd want muscle to show once he loses weight. It's more promising. Hell need cardio if he wants to get good at doing anything other than lifting
