Because black men normally go to the barbershop a lot. It's a cultural thing that they encourage to men and young boys. Also black men normally go to the barbershop just to chill and talk with their friends. It's like a hangout spot basically. Not sure if other cultures have that. I have seen some Latino men that have a similar environment in their barbershops. I don't know if white males do the same.
