It isn't. The only way to determine whether there's a significant, natural IQ difference between the races is to test them under the same conditions.

Since majority-black countries are incredibly different to majority-white countries (e.g. less affluent, worse education system, more illness) that can't be done. Even within majority white-countries there are demographic differences that make such a test difficult. Not to mention cultural effects.
