I think it was more of a parody to Jurassic Park which was released around the same time as Rugrats started and kids loved the Dinosaurs in it.

But yes, he's a Godzilla parody. There was one hour long episode where the babies and Tommy's grandpa go to a drive-in theater and the movie they're watching is a Reptar movie in Japanese that's dubbed in English.
