When it comes down to the wire, people would rather have others die then die themselves, whether it be their enemies or their fellow countrymen. Chances are they assume they won't get drafted for whatever reason.

i think we should have a foreign legion like france but our culture is too liberal for that prospect
drafting wont work in the USA anymore, there would be so much bullshit law enforcement would have to deal with that it would become overwhelming in increasingly liberal states, once they issued the announcement of a draft it would all go downhill from there
