Its not hard to murder people.
Its actually really easy to do it and get away with it, especially in south america. Not to say its difficult in developed countries.
If you mexican carry a gun, pull it out, and shoot somebody with nobody watching, you can just stick it back in your pants.
You can be over a mile away before the police arrive, even if youre just walking.
From there, walk into a fast food restaurant, eat a meal, and then go home.
People get caught murdering people because they try to move/hide the body, or because they know their victim personally and are a prime suspect.

Besides, as pointed out above, traffic cameras are not as common as you may think, and if you shoot somebody out of sight, they wont be able to pinpoint the time of the murder, so even if the camera saw you leaving the ally, it would be fine.

Literally go to detroit and shoot every crack dealer on every corner. The cops simply would not care enough.

Think of it this way. They see the victim walk into an alley at 3 AM. They then see the murderer walk down that same alley. The murderer walks out, but the victim does not. They then use traffic cameras to see where the murderer goes to pinpoint at least a good idea of where he lives/goes.

in Germany there is an institute called Statistisches Bundesamt. they take statistics from all around the country and evaluate or calculate/predict any statistical trends etc. they also evaluate residual murder and estimate the unconvicted murderers within society. these numbers are held behind closed doors and is also publicly known.
