I'm not a NEET, but I live in nippon and I know an American NEET (acts similar to David-kun, but not fat) who lives in his cozy one-room mansion and has no job or anything.

His rich dad in the states sends him money every month just to support his son being a NEET in Japan. He's also a weaboo. He's letting me grow shrooms in his apartment.

I wanted to take a fortieth language class at my college in a few semesters, but where I would be at right now would be a native English speaker along with knowing some Korean from The Kwon Do. Would that be useful at all in Japan?

If you can speak korean, there's a pretty decent korean community here.

Also, 70% of young japs understand basic (i stress basic) english but just can't speak it and will pretend not to understand it at all

I'm one. My parents own a farm though, so I do work around the house to live there, they also give me $60 every two weeks.
Recently though, I'll be starting community college in Fall and I'll be in 10 week training for the Nat Guard on the start of May(Nat Guard is around a grand a month where you work once a weekend every month, while classes for college would be on the weekdays)

I can see that. People around my area in Arizona know Spanish week, yet aren't good with it conversation wise.
Thing I wish that they did in Burgerland education wise is that we would at least learn the basics for other Germanic languages here.
