First step is make sure it's actually phimosis. A short frenulum can cause the same thing but it takes a different stretching routine to fix it, and a lot of guys mistake it for phimosis. Also it's not as likely to be fixed by stretching as your foreskin is since it has less plasticity. You may have to get a frenuloplasty to fix it. That's only if it's actually frenulum breve instead of phimosis, of course
