May be tough to use a database if you never have before, but should be too bad. its alot of command line interface. or depending on your database software you can get a gui interface

im about to head off to uni myself, but ill give quick directions

filename is 4chandb.2016-12-16.sql.gz , this is a gzipped .sql file. simply decompress the .sql file and then upload to the database software of your choice. I suggest MySql, or Oracle Sql. other types of DB may work like MS Transact SQL, but idk, this was all done on a linux and MS doesnt like Linux
