pepe actually harbours a secret crush for wojak, which is why he is always bullying him. he is tsundere

Notice how Pepe became smug not long after Wojak came on the scene. I think that once he found someone more pathetic than he was, Pepe started bullying him to boost his self-esteem and eventually become happy again.

Is there even widely accepted lore for these characters?

Pepe is the biggest example of "fake it till you make it".

For some reason he started to act smug, so as a way to fit in with the normies he treated bad Wojak. Deep inside he still appreciates him but he is too far away from his previous life, he doesn't want to suffer like in the past being depressed all the time. He is just an act that tries to act like he isn't sad all the time, when in reality he is.

The picture represents wasted youth and the inevitable passage of time. Its bygone days and bygone friends that will never come again. It's the fear of losing who we are, and the dread of an unknown future. It's the fear of an early death, or more frightening still, the fear of your special ones succumbing to that early death, while you remain, forever unable to rebuild those connections.

Pepe abandoned his friend for the life that society told him he should want, and only when it was too late did he realize the error of his ways.

For a stupid meme, it's really quite tragic.
