Sounds like you have have a short or otherwise restrictive frenulum.

Unless it's causing you serious pain or sexual dysfunction, you don't need to treat it. If it is causing problems, then a urologist can do a small surgery called a frenuloplasty.

The surgery is not without risk and might reduce sensation in your frenulum somewhat. But even at worst, it would be nowhere near as big a loss of erogenous tissue as getting circumcised.

i have short frenulum, i did the self-surgery in pic related.

If you do get it dealt with, don't go for the full circumcision, just the loosening.
