Apartments are an issue. You can always start a windowsill garden, but it isn't quite the same. It is good practice though. If you don't have much sunlight coming in, you can buy special lamps that will help your plants to grow.

Building a fully decorated and furnished garden sanctuary can be expensive, but simply growing a garden is very cheap. Many government food-welfare programs will cover the cost of seeds. A few good pairs of gloves, a trowel or two, nutrient-rich soil, and a watering can could be a bit of an initial investment, but shouldn't be too much for most people.
