Like I've said, you CANNOT keep the internet out of the hands of the public.
Not only do they have a vested interest in the internet themselves (Twitter, Tumblr, etc) that would keep them from restricting the internet from the public (why the fuck would you deprive yourself of one of the most powerful brainwashing tools ever designed?) even if they attempted to ban it there are already countries in the world where the government DOES try to restrict the internet from the general public and you just can't do it.
Short of completely shutting down every ISP in existence, people will get access to the internet and they will get unfettered access too.

In addition because I want to air this point in a separate post; the 90% of the public that is too stupid to bypass the ban aren't the people you are worried about. It's the 10% of people who would literally buy satellite internet from another country if they had to that are the real political dissidents that a regime would be afraid of. A post internet ban /pol/ would be a lot more serious, terrifying and feared than the current mess where anyone and everyone can post whatever the hell they want.
