There's a lot you can learn. There's many free courses and books on web development frameworks that aren't all that hard to learn. If you're a NEET that means you have ZERO responsibilities and 16 hours of freetime a day. That means you can spend AT LEAST 8 hours a day doing some learning and over several months that adds up to quite a bit.
